Gen. Charles Otema Awany the Commander of the UPDF Reserve Forces has called upon the government to fast track the degazzettement of the Laroo Central Forest reserve to allow Gulu university expand and provide more services to the people in Northern Uganda.
“I know Gulu University has given their land in Nwoya district to the National Forestry Authority for this Forest Reserve as part of the swap deal and it seems the process is not finishing”. Otema roared
“Who is frustrating the expansion of Gulu University by deliberately delaying the degazzetment of this forest reserve to allow the university to expand and provide bigger services to our people? I’m interested in these issues and I shall also follow at strategic level, Otema said.”
Gen. Otema was responding to issues of service delivery from over 700 people from Agwee, Obiya-Laroo, and Pece-Prison wards who had gathered at Gulu University playground during his unique wealth creation drive in Pece-Laroo division on Thursday,6th, March 2025.
The people were complaining that some roads that links them to the university was in sorry states and it affects students hostel and house rental business in their areas hence they were pleading with the General to follow on the road network issues around the university.
Gen. Otema also called upon Gulu Town Primary School Management near Gulu University to support the initiative that the university management wants so that the primary school become part of the university to uplift its standards and provision of quality education.
“I recently spoke with the vice-Chancellor and he told me his plans to take over Gulu town P7 and make it part of Gulu University with the aim of developing the primary school to standards, when he approaches you, please support him. He advised.
This was his second round of wealth creation drive in the Laroo-Pece division where he meets and encourage village saving groups (Bolicup) to join hands and register to transform into a SACCO. He also uses the tour to sensitize the public on wealth creation and supports groups with revolving funds. Last year Gen. Otema did the same tour in the Layibi-Bardege Division. In Gulu City.
