Gen. Charles Otema Awany has advised Village Saving Groups commonly known as Bolicup in Acoli subregion to ensure they combine their groups at the Parish or ward level into Savings and Credit Cooperatives Societies (SACCOs).
According to Gen. Otema, government can be more comfortable giving financial support to SACCOs than a Village Savings Group. According to him, SACCOs could have many people that sending huge financial support in one SACCO would have a more significant impact in terms of revolving fund sustainability compared to just supporting a small Village Savings Group
This has been part of his message in his second round of wealth creation tour in Pece-Laroo Division in Gulu City where he mobilizes the community to be ready for the coffee revolution going to be piloted by Operation Wealth Creation and Gurre Me Pungdwong /Roco Paco under the co-stewardship of Chief Justice Owiny Dollo
“I bring you greetings from Gen. Saleh our muko, I also bring you greetings from my Chief of Defence Forces, Gen. Muhoozi, the message is- we are done fighting LRA but now we are in the war of fighting poverty in Northern Uganda “. Otema said.
He added that Gen. Saleh is committed to seeing transformation in northern Uganda and urged the populace to support him by farming coffee and ensuring that they practice the Four-acre model of the president towards the target of household income sustainability.
Gen. Otema also appealed to the people to use the Parish Development Model money well into enterprises that shall make them excel in entrepreneurship.
He also urged the community to embrace people who are defecting to the National Resistance Movement like Ojara Martin Mapenduzi formerly in opposition and Akol Anthony, formerly FDC.
“People have known that President Yoweri Museveni and his government are focused hence many people who were in opposition are joining the NRM, let’s not start attacking them but let’s embrace them. Gen Otema said. He used the opportunity to thank Nobert Mao, the DP President General for setting the pace of working with the government.
General Otema, during his wealth creation tour this week from March 4th to 6th, 2025, visited over 600 Bolicup groups in the Laroo-Pece Division and gave them over UGX 190 million.
Gen. Otema is expected to finalize his tour in Laroo-Pece divisio n on Friday,7th,March 2025 fro Gulu Main Market.
He has been moving with area councilors, the division mayor, and Deputy RDC Laroo-Pece division.
