Pader OCID Arrested and Three Other Police Officers

The Police on February,17th 2024 arrested and put into Kitgum Police Cell three of their own on allegations of corruption, and mismanagement of 53 files for capital offenses that include cases of defilement, rape, and others.

The arrested Police officers include the Pader Police Officer in charge of Criminal Investigation, Detective Assistant Superintendent of Police (ASP) Alumansi Alfred, and AIP Ochora Geoffrey the Police in charge of records, Detective Constable Mukyayaye Josephine and Detective Constable Kadhumbula Wilberforce.

Odongo Milton, the Pader Resident District Commissioner told the Elephant that the implicated officers also aided the escape of one hardcore criminal  Odong Bosco Okidi who is suspected of having participated in the shooting of Moro Boniface a businessman in Pader on 19th November 2023 under Case Ref: CRB 630/2023

Security briefs from the Office of the Pader RDC indicate that the officers were smoked out after the police flying squad acting on intelligence conducted an operation on the 22nd January 2024,  in Bargoma Village, Ogago Parish, Paiula Sub-County, Pader District where they recovered an AK 47 Rifle, 29 ammunitions and arrested one Komakech Michael who confessed stealing 02 guns from Ogom Police post.

Police investigation in the matter also exposed Okot Patrick Sam, a police deserter from Awach Police Station in Gulu, Okeny Robert Ngomding, Odong Bosco Okidi, Okot Godfrey, and Okot Santos who were all arrested leading to the recovery of another 01 Gun with 30 rounds of live ammunition.

Odong Milton added that the suspects were taken to court on February,1st 2024, and were remanded to Kineni Prison in Pader by the Chief Magistrate His Worship Ssajabi Noah Norbert.

The Suspect Escape Saga:

The Pader RDC Office was notified on February 9th,2024 that one of the suspects, Odong Bosco Okidi who was remanded escaped from the Court Cell after being remanded and the Security Office liaised with Chief Magistrate intending to establish the circumstances under which the suspect he had remanded on 01st February, 2024 was again in his cells on 09th February, 2024.

“The Chief Magistrate expressed ignorance about the presence of the suspect in his Cells. He went ahead to inform this Office that after remanding the suspects, their custody is in the hands of the Prisons and Police. This Office liaised with the OC Prison, Alex Nantulya who also noted that he has never received the escapee (Odong Bosco Okidi) in Prison.”. The RDC explains to the Elephant.

According to Odongo Milton, his office established that the planned escape of one Odong Bosco Okidi was orchestrated by the OC CID Pader, Alumansi Alfred who ordered PC Ojera Bob to transfer the suspect away from Police Cell to Court Cell.

“The suspect who was handcuffed was intentionally left unattended to, Station Major Sgt. Avini also decided to deploy the Officer who was guarding the Court that day away from the Court premises. Later on, three handcuffs were found abandoned and the suspect had vanished”. The RDC noted.

He added that the notorious OCID has also been investigated to have ordered the Cell Guard to pluck off the page containing the name of the said suspect to show that he was not in the Police Cell, lock-up.

“These are indiscipline officers who soil the name of the NRM in the corruption fight yet a lot has been done to curb corruption, imagine the 53 cases recovered from Detective Constable Mukyayaye Josephine had all been sanctioned by the Resident State Attorney for them to appear in court and all the suspects just went free after giving them bribes”. Odongo narrated.

The Director of the Criminal Investigations Directorate (CID), AIGP Tom Magambo told the Elephant that he is closely following the case because his administration will not tolerate any indiscipline.

“I ordered for their arrest. We must fight indiscipline”. Magambo said.
