The Deputy Director General of the Internal Security Organisation, Col. Emmy Katabazi, cautioned Resident District and City Commissioners to be mindful of their responsibilities.
Col. Katabazi was speaking during a capacity-building meeting of RDCs, RCCs, GISOs, and DISOs for Acholi region that started on Tuesday, 6th August 2024 from Bomah Hotel and shall end on August 8, 2024.
Katabazi said the president appointed RDCs, RCCs, and district security leaders to steer the community and drive the country’s progress.
Katabazi challenged them to stop wasting time on useless fights and focus on things that bring change to their lives and the country.
Monitor government programs
Katabazi said that the government sends significant funds to districts for various activities, but some of these funds get mismanaged along the way.
Katabazi wants RDCs and RCCs to monitor every government program, including schools, to ensure there is no corruption.
“The reports we expect from you indicate that the schools are performing well, and the children are studying well,” said Katabazi.
Stop fighting among yourselves
Resident District and City Commissioners were also called upon to stop infighting and focus on their jobs. It was noted that there were many fights between district and city commissioners, affecting their work.
Sadat Kisuyi, the Assistant Commissioner for Finance and Planning in the Office of the President, emphasized that RDCs and RCCs should improve their working relationship with district leaders for effective program management.
“For RDCs and RCCs to be better managers, they need to be effective, efficient, proactive, think win-win, synergize, and coordinate with others,” said Sadat.
Lt. Col. Kibrai Ambako, the Senior Presidential Advisor in charge of mobilization, said that RDCs and RCCs should attend budget planning meetings to understand how the district is progressing.
“You should stop delegating juniors to some meetings but attend every budget meeting,” said Ambako.
Fighting corruption
During the training, RDCs and RCCs were encouraged to use effective ways to fight corruption. Wilbert Opiyo, the Deputy RCC of Gulu City, emphasized that fighting corruption can only be achieved through a mindset change.
“If we do not create a mindset change, we shall not fight corruption in Uganda,” said Komakech.
Morris Ocaka, the Assistant Resident District Commissioner of Agago, thinks coordination is the best way for RDCs and RCCs. Ocaka said this approach was effective during the Lord’s Resistance Army insurgency.
Christine Atimango, the Assistant Resident District Commissioner, expressed gratitude for the capacity-building training, saying it would resolve many challenges among commissioners appointed by the president.
